World-class Innovative Medical Service Model to Be Introduced to Achieve the “Healthy China 2030” Goal

29 Nov 2021, Shanghai – Shanghai Luye Lilan Hospital (Luye Lilan Hospital) today announced its strategic collaboration with Ruijin Hospital Affiliated to Shanghai Jiaotong University Medical College (“Ruijin Hospital”) to build a National Medical Centre in Shanghai.

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, the Second and Third Plenary Sessions of the 19th Central Committee, and the National Health and Health Conference, and advance the “Healthy China 2030”goal, Luye Lilan Hospital and Ruijin Hospital will give full play to their respective advantages in the field of medicine and health, actively promote the continuous improvement of the medical service system, international communication and cooperation, medical personnel training and collaborative innovation of Chinese and Western medicine.

As the world’s first Cleveland Clinic Connected Hospital, Luye Lilan Hospital was established by Luye Medical Group with support from world-renowned Cleveland Clinic in the United States and is committed to implementing innovative clinical practice with international standards that are customized for China. On this basis, the strategic cooperation between Luye Lilan Hospital and Ruijin Hospital, a well-known public tertiary A hospital, is of great significance.

Both parties will follow the principle of “master planning, step-by-step implementation”, giving full play to their respective advantages and take multiple measures simultaneously, in various aspects such as the international communication and innovation medical centre, the construction of international hospitals, and the standardization and internationalization of Chinese medicine. The practical and in-depth cooperation will also cover translational medicine, clinical research, new drug research and development, etc. Overall, the two parties will join hands to effectively advance the vision and goal of the construction of the National Medical Centre and actively contribute to the “Healthy China 2030” blueprint through all-around, innovative collaboration.

First, the two parties will build a clinical medical international exchange and innovation platform, focusing on international exchanges of clinical medical technology, innovation in diagnosis and treatment models, and hospital management.

Second, the two parties will explore the integration of international advanced diagnosis and treatment models and the transformation of innovative technological achievements and build a patient-centric specialized and intensive diagnosis and treatment centre, thus providing patients at home and abroad with high-quality healthcare products, technology, and service.

Finally, the two parties will combine international vision and local characteristics to explore the standardization and industrialization of Chinese medicine, creating an “integrated Chinese and Western medicine” therapy. In addition, the new centre is targeted to nurture international talents in Chinese medicine and provide technical support to the internationalization of Chinese medicine.

The construction of the National Medical Centre was proposed for the first time in the “13th Five-Year Plan for the Establishment of National Medical Centres and Regional Medical Centres”by the National Health Commission of PRC; and “The Work Plan for the Construction of National Medical Centres during the 14th Five-Year Plan Period” further clarified that high-level hospitals should take the responsibility and integrate “medicine, education, research, production, and politics” resources to lay the ground for medical research, achievement transformation, talent training and data collection. To overcome major difficulties in the fields of medicines, medical equipment, vaccines, and medical data, these hospitals are well-advised to partner with pharmaceutical and medical companies with advanced technology, large R&D investments. Then they should form a clear funding plan focusing on scientific research funding, transformation, and application funding.
